In the current game, yes, CP is more useful on early turns. The shift in starting CP really neuters the armies that rely on those first couple turns to deliver most of their damage. Explosive turn 1s and 2s are going to be toned way way down, and having stratagem delivery units on later turns will be more important.

The main difference here is that regular 40k ruins are supposed to have doors and windows, which this terrain does not have. WTC terrain is designed for a team tournament. Team tournaments typically have heavy, regular, and light terrain boards. Using WTC terrain proposals for singles 40k is a bad idea.
