Our guide in Croatia and Slovenia, Maja, was extremely knowledgeable and did a wonderful job giving us advice for times when we were on our own, informing us about the countries, and educating us about the sometimes tragic history of Yugoslavia.

If you are after stunning scenery, I suggest staying on the mainland. Where, depends on how where you are flying in and out of. If it has to be an island, then either Mljet or Vis. Your best bet may be large international chains (Hertz, Avis, Europcar etc) - check if they have offices now in Kosovo and Albania, then there is a good chance they would allow a car rented in Croatia to pass to those countries.
